According to the Kitsap Sun:

Funding for the park project comes mostly from an $80,000 Community Development Block Grant approved by the City Council in 2010. The Rotary Club of Bremerton pitched in $25,000 and the city received a $35,000 grant from the state’s Department of Ecology to do low-impact development.
