Debate continues over Siverdale incorporation
By Admin
Committee members contend money spent in Silverdale should stay in Silverdale. That money could pay for a more localized government, giving people in Silverdale more of a say of what happens in their day-to-day lives, committee members said Tuesday.
Poulsbo City Councilwoman Connie Lord echoed that sentiment during the meeting. Lord showed her support for the incorporation of Silverdale.
“I heard the concerns about more layers of government,” she said. “To me, the closer the government can get to the citizens, the better.”
If Silverdale incorporates, it could collect a majority of the sales tax spent within the city limits. The county would still get 15 percent of the total amount collected — as it does with all cities — but it wouldn’t be responsible for covering the cost of providing urban services like police, road maintenance or planning within city limits.
Future city leaders would be tasked with determining which services should be run within the city and which services would be contracted with the county or other municipalities.
Services the city would need to establish include overall government control, including setting policies and regulations and community planning like land use and zoning. Departments of community development, finance and public works would need to be in place as the city manager and council assume responsibility of the city.

From the Kitsap Sun:
PORT ORCHARD — By the end of the year, Kitsap County will have a comprehensive trail plan outlining routes for walkers, cyclists, and even equestrians from the south end of the county to trails already approved for North Kitsap. The trail system would include direct routes between Kitsap’s cities and unincorporated population centers to make it safe for bicyclists to get to and from work, as well as routes that spur off from the main connector trails to link to parks and recreational areas.

Jody Kahn at John Burns Real Estate Consulting filed this report based on interviews with construction executives. In essence it boils down to saying that difficulties with getting VA appraisals to come in at value are affecting many new construction home sales. This reflects the overall problems in the construction industry, the inability of home builders to compete on price with distressed property sales and a resale market that is still falling in price. Our experience in residential resale is that buyers of well priced homes are able to get VA financing.
